SUMMARY


The AD/Director will be in charge of the entire Bioplant E2E (End to End) Supply Chain and Logistics from material procurements to drug substance (DS) batch release management. He or she will have the entire visibility of the Bioplant activity and will be the site depositary to supply on time and in full any commercial and clinical DS quantity. Responsibilities include Site Warehouse management as well as external warehousing and contracts supervision.


This role will directly report to the Executive Director, Site Lead Biologics Manufacturing and will be part of the Site leadership team.


The AD/Director is responsible for developing and leading the team for managing Incyte's procurement and materials supply planning within the GMP Manufacturing space, while considering the internal and external warehouse capacities and inventory targets with the goal of eliminating potential disruptions to manufacturing and overall operations. Developing a broad service strategy to ensure cost effective sourcing, contract negotiations, effective materials supply and inventory, supplier selection and management, risk mitigation, and compliance to corporate policies. Works closely with key stakeholders to develop effective materials workflows and agile planning that enable improvements in quality, service, and innovation. Effectively prioritize work incorporating Operations, Quality and Business requirements.


Responsibilities will include the development and implementation of SOP and instructions, best practice of ERP functionalities, procurement, purchasing, E2E planning, logistics, inventory planning and replenishment of materials.


DUTIES AND RESPONSABILITIES

Leading the E2E budget

  • Establish a robust and sustainable budget plan within the unit to ensure the Bioplant business goals and objectives are met in regards of material purchasing and contracted services.
  • Monitor performance vs. plan (budget and timeline).


Management of the storage locations:


  • External:
    • Meet regularly with external warehouse lead to analyze productivity (with appropriate KPIs), contract terms and develop actionable plans for continuous improvements
    • Maintain an active oversight of the partner
    • Maximize the partnership for the subcontracted activities
    • Oversee the flow of inbound and outbound movements
    • Organize and supervise year-end inventory and monthly reconciliation
    • Manage the expenses vs budget and adapt actively the best ratio between internal and external storage to optimize the storage costs

  • Internal:
    • Accountable of the daily warehouse activities, including quality assurance, GMP requirements, inventory control, space management, logistics, shipping arrangements
    • Oversee the warehouse team and its services providers, and delegate the management to the warehouse manager of the routine activities, flows and quality of work to maximize efficiency and minimize overtime
    • Analyze organizational model, productivity and develop actionable plans for continuous improvements
    • Ensure health authority inspection or any quality audit readiness


Management of the procurement activity:

  • Maintain critical relationships with external partners
  • Ensure contract key terms are successfully followed by the partners
  • Lead the Business review meeting with key partners
  • Ensure components are ordered and delivered on time
  • Ensure that safety stock are in line with orders to avoid stock out and write off
  • Accountable for Material Master Data management and documentation in close collaboration with Manufacturing Technology to ensure efficient introduction or technical transfer of manufacturing processes and with the international supply chain team


Management of the production planning

  • Ensure that DS will be ready on time for Fill&Finish activity, in close collaboration with external biologic commercial team and Global TechOps QA.
  • Oversee the manufacturing scheduling, in close collaboration with the Production department
  • Oversee the sampling and testing planning, in close collaboration with the QC department
  • Oversee the components releases, DS release planning, in close collaboration with QA department


Develop and maintain relationships with stakeholders in the scope of E2E planning

§ Manufacturing Technology and Process Sciences: Collaborate closely to support the technical transfer of new manufacturing processes and the sourcing of all new related materials and equipment

  • Key contact for the S&OP group:

§ Participate to the monthly Integrated Business Planning (IBP) review meetings

§ Collect the volumes to be produced

§ Inform S&OP group about production schedule, DS stock level and release planning

§ Collaborate closely with Global Supply Chain (GSMO) for the management of the demand plan, the Working Cell Bank and the DS

  • Others:

§ Define and implement the business processes to ensure activity timely done and smooth communication between key stakeholders

§ Accountable for improving ERP functions, planning tools, spreadsheets, and relational databases.

§ Ensure Environment Health and Safety standard are met throughout the supply chain and logistics

§ Track and report Key Performance Indicators (KPIs) to drive business results and to serve as early warning signs of problem performance e.g., inventory health, schedule adherence

§ Continually evaluate services offered by existing and prospective vendors

§ Lead continuous improvement projects to improve the efficiency of existing processes, enable cost reduction and to drive expanded capabilities

§ Delegate to: Procurement AD and E2E Materials Planning Manager

  • Dotted lines with Global Supply Chain Strategy and Global Integrated Business Planning
  • Contribute positively to a strong culture of business integrity and ethics
  • Act within compliance and legal requirements as well as within company guidelines


REQUIREMENTS

o Bachelor or Master degree in Supply Chain, Procurement, Logistics, Materials Management, or scientific disciplines preferred and relevant experience with cGMP's and understanding of biotech or pharma production processes.

o 10 years related experience in Supply Chain or End to End fields or closely related experience in the business

o Knowledge and experience with ERP, Materials Requirement Planning (MRP), Inventory Management, Logistics, Project Management and Suppliers Management

o Must speak English and French

o Ability to work in a fast paced – high regulated environment

o Knowledge and experience of current purchasing and planning best practices

o Certifications in Procurement and Supply Chain preferred (i.e. CPM, CPP, SPSM, CIPS, APICS),

o Knowledge and experience with tools or software for aggregating, analyzing, visualizing, and sharing data (e.g., power BI) and digitalization

o Strong communication skills

o Capability to prioritize and multi-task effectively

o Must be able to travel

o Teamwork oriented mindset
